Adding router deploy for solana

NOTE: uploading the .so and the corresponding keypair for initial dev efforts

TODO:

• Use CI loaded artifacts (delete pushed artifact)
• replace hardcoded ccipRouterProgramid to using testConfig defined in chainlink-ccip
