Adds the custom markdown extension that loads MystParser or recommonmark depending on the version as an independent PyPi package.
This approach enables us to use it across various projects while managing the code in a single place.
How to test
The extension has been successfully deployed to PyPI. You can test it is working on the following pull request: scylladb/scylladb#16316
