docs: add github-personal-access-token.md and update mkdocs.yml The new document, github-personal-access-token.md, provides instructions on how to create a Github personal access token. This token is necessary for the auto-pull-request.yml action to trigger additional workflows. The mkdocs.yml file has been updated to include this new document in the "CI/CD" section, and the order of the documents in this section has been rearranged for better flow and understanding. #1
