Description
Move ariflow from airflow platform to nowcasting
Needed to update database defition too
Need to destory airflow first on the ariflow platform, then apply on nowcasting.
On dev, needed to delete some extra files in s3, in order terraform apply to work.
If the down time is longer than 1 hour, need to fill in GSP data gaps, to make sure forecasters work.
