LPC StrateoleXML Software Updates for Kiruna 2024 Campaign

This release is the code that was deployed for the LPC field program in June 2024, Kiruna, Sweden.

It was derived from a fork of the original StrateoleXML repository. The following changes were made:

• Update the Zephyr GPS message decoding to match the current specification.
• Added a Pulse Height Analyzer (PHA) configuration TeleCommand.
• Added an RS41 recondition TeleCommand.
• Increase timeout on the Zephyr serial read to account for the longer GPS message.
• Change GPS handling to accept any message with quality >= 1.
