measurements was heavily discussed, especially for certain classes of
users such as live, collaborative content and gaming.

Historically, the primary metrics for assessing the network quality were the
throughput (or sometimes goodput) and the idle latency (often referred to as
"ping time", following the name of the popular UNIX tool).
With the onset of COVID-19, the global population became more dependent on
vairous forms of collaboration and telepresence to get their work.

### Throughput considerations
The metrics for network quality can be roughly grouped into:

The throughput have enjoyed being the primary optimization target over the
yaers, and as a result, it is not uncommon for the common public to have access
to the Internet at multiple Gbps. As a result, the relative importance of
throughput to the end users is gradually decreasing - once the network provides
the user with sufficient throughput to perform their daily tasks, the latency
becomes more important.
1. Availability metrics, which indicate whether the user can access the network
at all.
2. Capacity metrics, which indicate whether the actual line capacity is
sufficient to meet the user demands.
3. Latency metrics, which indicate whether the user gets the data in time.
4. Higher-order metrics, which include both the network metrics, such as
inter-packet arrival time, and the applicaiton metrics, such as the mean
time between rebuffering for video streaming.

With the onset of COVID-19, the global population became more dependent on
vairous forms of collaboration and telepresence. At today's state of the
collaboration technology, high quality videoconference software requires only
single digit Mbps throughput. Once the sufficient throughput is available, the
videoconference experience will not improve with further throughput increases.
The availabiltiy metrics can be seen as derivative of either the capacity (zero
capacity leading to zero availability) or the latency (infinite latency
leading to zero availability).

Finally, the best metrics are those that are actionable.

### Availability metrics
TBD:

- Was the line down and for how long?
- Was the line unstable and for how long?

### Capacity metrics

To achieve the desireable network quality, the line capacity must be sufficient
to meet the user demands. If the line capacity isn't sufficient, adding
capacity may improve the quality of the connection. Once sufficient, further
capacity increases will not lead to improvements in quality, as the line will
become underutilized.

The actual line capacity varies throughput the day and across multiple days.
The variance is not uniform across the different technologies and across the
different service levels. For example, data indicates that the variance have
increased for the DSL lines that were upgraded to 100Mbps and above.

Similarly, the user demands vary through the course of the day, depending on the
number of users, as well as on the way in which they use the network.

To measure both accurately, multiple measurements must be run through the
course of each day.

Other types of traffic, such as browsing the web, can benefit from increases in
throughput, up to a certain point.
