Bump version

A whole new Herd

This release marks the start of Semantic Versioning for Herd. Here, it's in a stable place, but needs a lot of work before we can considering cutting 0.3.0. Some of the upcoming work involves:

• Rewriting jobs in ActiveJob
• Documenting All of Herds Features
• Using Fileable in the s3 Import stuff
• Building out a common convention for getting data to the Frontend

👍 From here on in, we're doing single PRs for features, maintaining a Changelog, and basically being good OSS maintainers.
