This milestone tracks issues related to moving "References" links out of the main document and into a separate table. Our current "References" are in several different places:

1. Main document for external references;
2. Secondary table for "Multiple Downloads";
3. Secondary table for "Access links" related to Licensed data;
4. Assets panel for uploading and attaching files.

Our goal is to move all of these into a more unified view. This will facilitate managing multiple assets as well as updating metadata without affecting the references/attachments.
