Add new platform:
Platform: x86_64-accton_as9737_32db-r0
HwSKU: Accton-AS9737-32DB
ASIC: broadcom (Tomahawk 4)
Port Config: 32 x QSFP56-DD 400G ports, 1 x SFP+ 10G port, 1 x SFP 1G port
