New special page script

Description

A node.js script that automates the creation of new special pages.

Plus an update to the readme file with the manual steps to do the same.

Testing Steps

• Follow the steps for creating a special page in special-pages/pages/example/readme.md
• Check that a new special page has been created and can be previewed
• Check that no other folders outside of the new page have been affected
