feat(self-managed): dual-region for openshift

🚧 Please note that this documentation PR is a WIP and should not be reviewed yet as it's currently incomplete.

This PR documents the deployment of C8 in OpenShift in a dual-region setup (https://github.com/camunda/team-infrastructure-experience/issues/411).
It targets general OpenShift and OpenShift on AWS. The later is used as a reference architecture implementation of the concept.

The documentation is splitted in two parts:

1. Documentation of the concept (applicable to most of the OpenShift setups)
2. Implementation on ROSA

When should this change go live?

• This is a bug fix, security concern, or something that needs urgent release support.
• This is already available but undocumented and should be released within a week.
• This on a specific schedule and the assignee will coordinate a release with the DevEx team. (apply hold label or convert to draft PR)
• This is part of a scheduled alpha or minor. (apply alpha or minor label)
• There is no urgency with this change and can be released at any time.
