Continuously generate checking results and store them in the registry

Run registry check regularly (as a cron job or a controller action) and store the results in the registry in a form that can be displayed by API Hub. I think project and API-level resources should contain the full check results, and we might also add field sets summarizing them, since API Hub already supports their display.
