Mock API governance approval checks

Follow #14 with a sample convention that requires a particular kind of resource (which we'll informally call an approval) to be stored in the registry whenever APIs are in particular states (e.g. prod). Enhance checking to enforce this convention. Initially let's just generate checker errors for problems, but this could eventually be used to gate changes to the registry.
