Final Version 1 for Gaia DR3 Time Domain SETI

This release contains Gaia archival data retrieval methods, sample light curve and time series analysis notebooks, implementations of the SETI Ellipsoid and Seto techniques with Gaia DR3 variable stars, and a novel SETI time domain analysis that looks for changes in a star's light curve.
