Requires +2 approved reviews before merging

This PR does a few things:

  • Enables sphinx.ext.todo extension to write todo comments for revisiting
  • Updates Managing CampusGroups page to CampusGroups (for real! No more TheLink!)
    • A large section on elections is mostly missing, but will be revisited in the future.

Rendered, the page looks like this:

Managing CampusGroups

Tagging RITlug/tasks#8 for tracking purposes.
