Description

This PR doubles the ctest timeout in ci/run_ci.sh from 7200 seconds to 14400 seconds. This is done to account for longer queue wait times on Hercules.

@DavidNew-NOAA : Hercules CI passed ... though this time we didn't actually need the increased timeout.

@RussTreadon-NOAA Still probably doesn't hurt to bump up the timeout time
