CoDICE L1a CDF attrs improvements (#1268)

* Added missing CATDESCs
* Removed TODOs
* Avoiding redundant use of some DEPEND_0 and VAR_TYPE attr definitions
* Removed empty/blank attributes needed to avoid bug before SAMMI was introduced
* Fixes to attrs with CATDESCs that have corresponding VAR_NOTES
