Fixes #1552.
Remove everything that was marked to be removed in 3.0.0 and change default value of
rez_1_environment_variablesanddisable_rez_1_compatibility.Note that I had to keep one setting that was marked for removal in 3.0.0. The setting is
debug_old_commands. I completely missed that it's actually used in the code base. My bad. So I changed the deprecation to be in the future while we figure out when we want to officially drop support for old commands and YAML based package definitions.Also added a preliminary changelog.
