Cluster monitoring moved to uplink

Currently instellar is doing the heavy lifting of monitoring the cluster. We should move this responsibility to uplink since it's uplink's job to handle such things.

Uplink can then connect to a Channel on Instellar and simply send events it observes. This means Instellar doesn't directly connect to every cluster.

Uplink just monitors the cluster it's running on, and send events of interest to instellar.
