When a user clicks on 'Visualize' button from a dataset page, have the banner closed by default #672

If you haven't visualized any data yet, explore the dataset pages, and then click on 'Visualize' button from a dataset page the banner is open. The user already knows what they want to do so the banner in this case is distracting.

If the user enters the visualization from the dataset pages, have the banner closed by default.
