Add tooltip to inactive settings for a disconnected device

When a device is remembered (= View only is on) and disconnected/locked, most of the Device Settings are inactive. Hovering on such setting button shows unavailable symbol, but doesn't provide any explanation why's that. The only explanation is on top of the screen in a banner that is easy to miss, it says "Connect your Trezor to change settings".

Let's add a tooltip that is shown on hover having the same explanation, just let's add unlock as well. So it should say "Connect and unlock your Trezor to change settings"
