Update documentation to include stage 2.7

A number of places in this repo have stage-relevant information that became outdated with the introduction of stage 2.7. In particular, "Championing a proposal at TC39" has the stage proposal tracking template, as well as practical advice for moving through the stages, that don't include stage 2.7.
