Summary:
When an object goes through the embargo release process, the rightsMD access blocks (both "discover" and "read" if present) in the embargoMD datastream should replace the access blocks in the rightsMD datastream.
It appears that the embargo release process is now leaving the "discover" access block from pre-embargo and replacing the "read" block with both the "discover" and "read" blocks from the embargoMD, thereby producing rightsMD with two (usually identical) "discover" blocks.
Not sure if this is the right repo for this, but we can move if not.
