'View pledges' not visible when no funds have been pledged

Problem

When viewing a project with the account connected by which it was created, the View pledges button is not visible until funds have been pledged. This makes it impossible for users to know that no funds have been pledged or where to withdraw when funds have been pledged.

Expected behavior

When a project page is viewed when the address that is connected is the address by which is was created the View pledges button is available. The pledges table is shown empty (could have a placeholder text e.g. No pledges have been made to this project).

Current behavior

When a project page is viewed when the address that is connected is the address by which is was created the View pledges button is not visible.
