Test workflow SQLite building from source

So uh, why do we build SQLite from source every single time a workflow runs? Perhaps we could just grab the binary from here: https://sqlite.org/2020/sqlite-tools-linux-x86-3320000.zip (3.32.0 as the workflow says it's needed)

Currently, it takes ~2 minutes just to build SQLite. @freekmurze
