[Admin] Product Properties of new admin interface not falling back to legacy admin

Currently the properties is broken.
Properties can be added after creation on products though.

Solidus Version:
4.4.2

To Reproduce
Make a brand new install with 4.4.2

Current behavior
Properties can be created but not edited in the admin backend but not be edited in backend. Product

Expected behavior
The edit properties interface is functioning.
