We already fixed Gauss charge sound not stopping when players are not in the PAS (Pottentialy Audible Set) ValveSoftware/halflife#3233, but there are others events where this charge sound is not stopped like when going underwater or a static discharge occurs (Thanks to malortie): ValveSoftware/halflife#3188
This code from SamVanheer fixes those missing resets, but I need to do further testing before releasing this officialy.
