If I understand correctly, here it want to convert the time from seconds to milliseconds.
So, it should be multiplied by 1000.0

open_vins/ov_msckf/src/ros/ROS1Visualizer.cpp

Line 477 in d0075dd

double update_dt = 100.0 * (timestamp_imu_inC - camera_queue.at(0).timestamp);

And ROS2 runtime file also has the same question.
