A friend of mine commented that nowadays it is basically expected that when hovering a top-bar element such as "About" or "Install", a drop-down menu appears that shows what can be found in that part of the website.

Our old website did it and it does help finding what you want faster without having to actually navigate to the different website sections. See e.g. the bar with "About", "Download" ,"Documentation" etc at https://www.python.org .

Not convinced yet, these sub-menus are a nightmare on mobile / touch devices.

They would appear when hovering, so they can just not be there for mobile/touch devices (which we expect to be a small fraction of the clients, I think).

I was not sure. It was unassigned. and you are the author. You can de-assign or assign it to somebody else.
