We have supported a market consultation to help a community develop governance around a codebase.

#996 removes a stray sentence about this. It could be helpful to add a short bullet/paragraph about how/why a market consultation can help in developing codebase governance.

Perhaps this could link to an example (OpenZaak), some of the workshops, or our future material on market consultations (such as the business case)
