Why are modes 7 and 8 no longer available?

I've been using OPL 9.6 because of modes 7 and 8 and have had luck with games with black screens (eg: ape escape million monkeys).
I've using an official ps2 HDD loader and this has fixed some black screen games, but not all and it seems modes 7 & 8 fix them.

Anyway to my question, why were 7 & 8 removed and is there a way to get that feature back?

mode 7: High Module Storage

Please list all games you know of that need those modes, and no longer work in the current OPL.

The games that I'm aware of that need modes 7 & 8 are -
Phantasy Star Universe (if not using an official network adapter)
Phantasy Star Universe Illuminis
Saru! Get you! Million Monkeys (odes 1,7,8)

English translation just released for Million Monkeys so might see more questions on it.

AND they are broken on OPL?

Yes, they load up with black screens on latest OPL.
