To-do list for BOLT 1.0 release

• Upgrade the baseline LLVM/OpenMP to version 10.0
• Upgrade the embedded Argobots to version 1.0
• Support non-x86/64 architectures (including POWER (BOLT build fails on ppc64le #48, need further check) and 64-bit ARM)
• Fix reported issues (Disable ittnotify by default in CMake #46, Untied tasks trigger assert #49, BOLT tasks and ABT_cond #51), which will be covered by test: add BOLT-specific tests #69.

#51 won't be resolved since I believe the behavior of the latest BOLT is "correct" (though it is not what most users want); this should be fixed with Argobots update, which will be merged in the future.

I checked the current master (#69) on 64-bit ARM, POWER9, and Intel Skylake with several compilers, and it seems working well. I believe we are ready to release BOLT 1.0.
