Currently ships can disappear off the board if someone glitches out

this has some philosophical implications.

The problem:
If players are not allowed to access that ship ever again, it may lead to board blocking and spamming the feature to win. There's no way to force players back to a ship they've abandoned without tracking on some level (IP?) and the restriction of 1 ship per person on the board (which isn't a restriction imposed in PP).

Solution?
We could leave abandoned ships on the board, but add an "abandoned ship penalty" (2 turns or whatever before it can move) to any ship that is subsequently spawned in by that player (IP). This could be configurable serverside/lobbyside. Players will be able to abandon as many ships as they like, but won't be able to spam the feature. In this version players won't be able to return to the abandoned ship.

I think you do want players to be able to access that ship again after a glitch out. Having to go back to safezone after a disconnect isn't great UX and depending on when the DC happens can mess with the moves players have already put in.
