when objects (posts, accounts, etc) get federated, fedi software should keep track of a reason. e.g.:

"explicitly requested by [local user]" (posts, accounts)
"followed by local users" (posts)
"boosted by [remote user]" (posts, accounts)

this data can then be used for moderation purposes.
