I'd hazard a guess of "because there are already bots trashing the market, and this at least levels the playing field for legitimate human customers trying to get their hands on one".

In addition to what @DoktorJ said: The playing field is easily leveled by setting quantity limitations per address / payment information. All this does is allow "normal people" who just want a GPU compete with actually malicious bots and people who got nothing else to do but sit at home and press F5. The rest is in the hands of Nvidia.
