Remove the temporary route for the Twitter cleartext verification

This refers to the following issue reported by the grants team: gitcoinco/grants-stack#3744

The host used in the URL was still app, but the load balancer entry was not using that host any more.
The load balancer rule has been restored manually (for the time being).

Ideally they would change the URL that they are using to get the Twitter verification, and then we can revert the load balancer rule.

Hi, are you able to confirm the following URL swap?
https://passport-iam.gitcoin.co/procedure/ -> https://iam.passport.xyz/procedure

Also, we are still using https://api.scorer.gitcoin.co, is this ok? or also needs to be changed?
