Mcsvr - Fails to perform recurring server checks

Description of the problem:

Tracked servers are not updated on a recurring basis. I launched Redbot with the debug flag and saw the cog output "Starting server checks" but never reaches the line with "log.debug("Done. Next check at {}".format(next_check.strftime("%Y-%m-%d %H:%M:%S")))"
