Cog: Slowmode

Description of the problem: I'm wanting to setup a bump channel but I want there to be a bit of time for new users to bump ideally setting the time to about 2h 30m. The problem is I can only do a max of 2 hours.

I'll take a look in the next couple days but this should be possible as Discord's UI supports going up to 6 hours
