URL to a valid SOS node required even if not pushing through SOS-T

The UI and init process require one to add a valid URL to an SOS-T server even if you is only storing or streaming observations on the local Android node. This should not be required unless one selects "push Remote" for the Output Option for ANY sensor.

If not fixed, this will lead to confusion and frustration for the user.
