[Directory] Exact matches are ranked lower #2321

Describe the bug
When searching for links in the directory (/#/directory), the search results are not sorted by match or relevance. For example, I am looking for the shortlink "sense". But the my search results do not contain the "exact" matching shortlink in the first 3-4 pages.

To Reproduce

  1. Visit https://go.gov.sg/#/directory?query=sense

Expected behavior
The first result should've been /sense.

Followup, the only available sorting options are:

They don't help finding "exact" matches.
