Port Localization Controller and incorporate ADR feedback

What would you like to be added:

• A localization controller that is based on https://github.com/open-component-model/ocm-controller/blob/main/controllers/localization_controller.go and can deal with substitution independent of a rendering engine
• A localization engine that is reusable for the configuration controller
• Enhancements to the localization ADR (https://github.com/open-component-model/ocm-k8s-toolkit/pull/36)

Why is this needed:

• We need to offer a consistent model that offers feature parity with our old localization to a big degree. Even though we must
