Email notification about CFDE-CC submission approval

It would be good to see an email notification from CFDE-CC to the submitter and the approver of a DCC when the DCC's data package is approved/rejected with some report.

I haven't thought a lot about this yet, but I think emailing to let them know their datapackage has progressed would be a good idea. And, just anticipating future requests, we should probably notify them when the data is released as well.

As a short term solution, since there are only 8 DCCs, and each only has one submission to track, we could just agree on some text and manually send emails.

As a slight aside, what is the plan for if we decide not to approve a package?
