Environment

nautobot-device-onboarding version: 4.x

Expected Behavior

Load only the VLANs specific to the sync scope into the diffsync store rather than all the VLANs.

Observed Behavior

All VLANs in Nautobot are loaded to the Diffsync Store, regardless of grouping or scope.

Steps to Reproduce

gsnider2195 added the type: minor feature label
