Which triggers element-hq/element-web#7331, which is an incredibly bad experience.

@michaelkaye span up a new HHS, invited his matrix.org user to it, and promptly got hit with the riot warning due to the HHS haven't received any state.

This may also be related to the mess at element-hq/element-web#7335 and #3915
