Track GitHub's PAT Improvements Roadmap

GitHub are considering an overhaul of their PATs @ github/roadmap#184.

This is just a ticket to track their progress and eventual implementation, and see which parts of this plugin can be matched by their native APIs such that we can make recommendations in the documentation.

Hey @martinbaillie, it's been a couple of years since you bumped this issue. We are using fine-grained PATs in our org and would love to use vault to create tokens for our automation and found this plugin. How are things looking?
