Desired Behaviour

Evaluate and possible update GitHub issue and PR templates to help improve the quality of issue and PR descriptions.

This issue is driven by a need to improve the accessibility of picking up an issue or PR for newer members within the team and external contributors

Current Behaviour

Issue templates and a PR template exist, but may be in need of improvement.

Things to improve.

• PR template has Closes #84 as an example, if someone forget to change it github links it to issue 84.
• Merge or clarify the "testing" and "acceptance criteria"
