Parameterize Livebook

Is there a way to read query string parameters in Livebook? For my users, who are analysts at an agency, we provide Google Data Studio¹ reports that parameterize client data connection details by URL. Livebooks would be more flexible and powerful, but It would be nice to deliver them with preconfigured environments.

Thoughts?

@michaelterryio yes, we plan to support this down the road, as we want apps to be started via an API. See #2090. :)
