Supervising Livebooks

I haven't looked at the internals of Livebook yet, so "Supervising" may not be the appropriate term but...

I'd love to be able to start a Livebook when the Livebook server starts, and also make sure it restarts itself if something bad happens.

Use cases I'm thinking of:

• Use Livebook to build a pinger (rest and websockets) and then visualize the results for an interactive SLA report
• Run automated load tests on a schedule and visualize the results over time

I think to make this happen, we need a couple features:

1. Start a notebook on boot
2. Configure notebooks to run periodically

We are working on deploying notebooks, which would most likely allow 1 somehow (or make it really easy). 2 is on our roadmap, but it make take a while until we get there. :)
