The floppy disk image is okay for firstly mount, but cannot replace to other floppy disk image which is expected to be work when doing old software installation by more than one floppy disk image.

If you're installing under DOSBOX, you can mount all the floppies. The Windows 3.1 installer will ask you for the drive letter of each disk. Just make sure you get them right.
if installing from a BOOTed MS-DOS install, you can specify multiple disk images, and use CTRL+F4 to swap disks: https://www.dosbox.com/wiki/BOOT (so the first disk would be an MS-DOS Boot disk image, followed by the image files for each Windows installer disk).
