localtime function and TZ environment variable not behaving as expected with MSYS MinGW #143

tests that use the localtime function on MSYS MinGW fail https://ci.appveyor.com/project/libyal/libewf/builds/35053834/job/d5uxgtegm1nhbyi8#L1399

This seems to be related to the behavior of the TZ environment variable on MSYS MinGW.

Consider switching to WINAPI native function.

Also time zone information is missing in xheader
